Why does the City push a large windrow of snow into my driveway every time it snows?

The City Street Department plows all streets with motor graders when accumulation reaches 2 inches or more. Reason is that we can plow any type of snow storm, heavy, wet, large or small. All the snow slides off the wing at an angle and the snow gets pushed off to the side. All driveways end up with windrow and we are sorry for that inconvenience. But in order to run an efficient, fast snowplosing operation to take care of our 70 miles of streets, 34 parking lots and 6 miles of alleys, the department cannot take the time to remove the snow from personal driveways.
