Why did I get a parking ticket when I parked on a City Street and it didn't snow last night?

The City ordinance states that there is No Parking on City Streets from November 1st, to April 1st, at night from 2:00am to 8:00am and other similar times. The reason is that the Street Department cannot plow the streets effectively if there are cars parked on the streets thoughout town. We plow with motor graders and if we had to go around cars all night, the operation would never finish.

None of us can predict the weather, so when you go to bed at night, there could be a storm at 3:00am. We encourage all residents and tourists to park in their designated parking spots that the homeowner has provided for. You don't get to park in a "hanidcapped spot" if no one is using it at the time.
